| Description: | JOB SUMMARY:
This is a full-time, benefitted, position performing the financial and accounting related duties for the City of Cedar Hills, Utah. This position is in the Administrative Services Department of Cedar Hills and reports directly to the City Manager.
DUTIES:
Performs professional accounting and finance duties related to the planning, organizing, controlling, and coordinating the implementation and monitoring of City accounting and financial reporting systems.
Assists the City Manager by providing information and recommendations about fiscal administration; recommends rules, regulations, policies and procedures that promote effective management of finances; serves as internal auditor and coordinates external auditing activities in coordination with the City Recorder.
Plans, organizes and directs revenue and cash flow management for various capital improvement programs, general revenues, bonds, grants, and loans.
Assists City Manager/Treasurer in performing investment activities in accordance with State approved policies and procedures; manages investments as needed to accommodate cash flow requirements; schedules deposits and withdrawals; Examines and verifies the accuracy of all reports, bonds, papers, vouchers, and accounts; monitor billing and collection procedures and assures compliance with established budgets.
Responsible for the preparation and administration of the budget by submitting a tentative detail of the past and current year revenues and expenditures; prepares regular budget status reports.
Maintains and balances accounts against other accounting records; makes final accounting of cash funds, vouchers, and encumbrances; performs bookkeeping journal entries against accounts payable and receivable; audits accounts, maintains budget records; prepares financial statements and balance sheets.
Oversees all utility billing functions; prepares monthly payroll; prepares a variety of quarterly and monthly reports showing organization fiscal activity.

KNOWLEDGE, SKILLS, AND ABILITIES:
Practical, working knowledge of Generally Accepted Accounting Principles, particularly as they relate to governmental accounting; Essential knowledge of Governmental accounting standards, particularly the budgetary cycle, fund-accounting, and appropriation/encumbrances.
Skill with Windows, Microsoft Office, and other computer software.
Ability and skill in working as a team member in a rapidly growing team-oriented organization.
Good communication skills, both orally and written, is absolutely essential; ability to deal effectively with staff and public.
Knowledge of governing rules and regulations of accounting including Governmental Accounting Standards Board (GASB) requirements for local governments and the Uniform Fiscal Procedures Act of the State of Utah.
QUALIFICATIONS:
Required- Graduation from college with a Bachelors degree in business management, accounting, public administration, finance, or some other related field.
Preferred- Practical accounting/bookkeeping experience with a city or governmental agency.
Experience with Caselle Accounting Software.
SALARY:
Starting salary $26.50/hr
